PBSA Retrofit: Four Case Studies in Protecting NOI

Value-add strategies accounted for 39% of global private real estate fundraising in H1 2026, higher than in any of the previous five years, according to the PERE Fundraising Report cited in CBRE’s analysis of PBSA refurbishment. CBRE counts 219,000 privately owned UK student beds built before 2016, and the plans forming around them target IRRs in the mid-to-high teens. Of the levers CBRE lists, OPEX optimisation through energy efficiency management and smart controls is the one that can be measured before and after the works.

CBRE also notes that refurbishment is often phased through rolling works or summer programmes to protect occupancy. Utopi’s wireless hardware is built for that, with no drilling, cabling or downtime, in old and new buildings alike. Four retrofit case studies show where the value sits.

  1. 1. Control without Resident Disruption: Downing Students

Operating cost savings carry more weight in a refurbishment plan when the offer to residents stays intact. Downing Students installed Smart TRVs in two PBSA assets in winter 2024, including West Village in Glasgow, which has 701 beds.

The control regime was designed around occupancy. Utopi Multisensors™ and motion sensors recorded which rooms were in use, and a room occupied by a resident kept its heating. Only rooms with nobody in them were stepped down: To 20°C after four to five hours, to 18°C after 24 hours, and to frost protection after 36 hours. A 23°C maximum removed the extremes at the top end. Residents who wanted warmer rooms, or had specific health needs, were set up as exceptions through The Utopi Platform, and the Utopi Impact Team worked with site teams to turn the data into action.

“Their centralised controls have been a game changer for us – even in gas assets like these where the price point isn’t as tough as electricity.”
Bay Downing, Joint CEO, Downing and Downing Students

  • £87,058 cost avoidance across both assets in a single heating season
  • 34% reduction in rooms heated above 24°C in one asset
  • Resident comfort protected through occupancy-based step-downs and managed exceptions

  1. 2. Outcomes Owned by More than the Technology: Mapletree

A refurbished asset still depends on the team operating it. At one UK student asset, Mapletree and its operator Student Castle started the 2025/26 heating season with electricity use 14.4% below the previous year in October. Consumption then edged up year-on-year in December and January. In February 2026, the Utopi Impact Team, Mapletree, Student Castle and the site team reviewed the room-level data together and agreed two changes: faster step-downs in unoccupied rooms, and a weekly rogue heater report for the site team.

“The technology gives us useful control and visibility, but the key lesson is that technology alone does not deliver the outcome. The improvement came from bringing Utopi and the site team together, reviewing the data and acting on the findings.”
Jan Germs, ESG Manager – Europe, Mapletree

  • Step-down to 18°C after 1 hour without motion, previously 2 hours, and to 14°C after 3 hours, previously 12
  • Electricity use around 12.8% lower year-on-year across February to April
  • Approximately 77,000 kWh saved over the three months

The Impact Team’s role is to sit alongside the site team and turn the data into action, so the outcome has an owner as well as a sensor.

  1. 3. Building on What’s Already There: true student

Many older assets carry electric panel heaters that remain serviceable, and replacing them in bulk is a significant capital line. true student operates 5,000+ beds across the UK’s Russell Group cities. It fitted Utopi Multisensors™ in every room across three assets and built a three-year baseline of how each performed. In 2026 it added PanelSync™, which turns a standard panel heater into a Utopi-controlled device through a simple module change.

The heater stays in the room, and the control layer is what changes. PanelSync reports into the same Utopi Platform that true student was already using, so the new controls arrive with a baseline in place, and every change shows up against that history. It works in new-build and retrofit assets alike, which means a portfolio with a mix of ages can run one approach across all of it. The operator can step down heating in unoccupied rooms and reduce energy drift at scale without a heating replacement programme.

  • 1.7% of rooms above 24°C at the asset with PanelSync, against 4.5% and 15.7% at the other two
  • Unoccupied rooms stepped down instead of heating an empty bed
  • PanelSync now being rolled out across the portfolio

The sequence reflects a start simple, scale when ready approach: data first, then controls added to the same system as the plan develops.

  1. 4. Evidence That Travels to Exit: AustralianSuper and Harrison Street Real Estate

CBRE observes that schemes with clear compliance and performance records protect capital value and support exit liquidity. Harrison Street Real Estate has worked with Utopi since 2020. When it prepared to sell six UK PBSA assets to AustralianSuper, it already held room-level data, digital logbooks and several heating seasons of energy history.

“It also reduced our technical due diligence processes in terms of time, quality and cost. We had clear proof, in a simple usable format.”
David Lawrence, Managing Director, DLC Europe

  • Six assets across London, Edinburgh, Belfast, Cardiff, Birmingham and Leicester
  • 1,616 beds, acquired by AustralianSuper in December 2025 as the first purchase for its UK Living Platform
  • Verified room-level performance data for every bed

Where This Leaves a Retrofit Business Plan

Utopi is the only platform that turns real-time building data into guaranteed energy savings, compliance certainty and enhanced asset value. Each case above shows a different side of that: comfort preserved, outcomes owned, existing equipment upgraded, and evidence ready for a buyer.

CBRE expects the pool of assets that meet a tight selection framework to shrink as refurbishment matures. As more capital competes for the same stock, evidence at room level tends to carry more weight in the plan and at exit.
